Sam Archer was looking forward to his last day with the Tucson Police Department prior to retiring. Tucson was suffering under a deluge from summer storms and accompanying traffic crashes. Among the storms he finds a young girl walking naked down a major highway. The girl doesn't want to communicate with Sam, so he takes her to the Tucson hospital where his wife, Joanne, is employed in the mental health department. Joanne discovers that the girl isn't human just as the girl's mother shows up at the hospital with the sheriff of the local Indian reservation.
