Matt Bower, a graduate of U.C.L.A and an ex-Marine, has decided to retire as the chief homicide captain of the Washington D.C police department, and heads to Arizona. He has decided to ply himself as a private investigator, but finds his talents as a homicide captain are desperately needed to solve a series of murders that baffle the Sheriff and local police. Those involved are tied to a company called Safe-Photo RD, which is owned by a worldwide conglomerate known as 'TRIAD-XB'.
