Flowers for the dead

Elvira Scala, the new chief of police in Chicago, walked into a department which after years of good policing, is inexplicably unable to solve its growing levels of crime. Worried about poor clear-up rates and the increasing numbers of unexplained murders, she invites homicide detective Lt. Kristina Maxwell to Chicago on a six month secondment.
