Welty was raised in rural Kansas in the heart of the "Bible Belt" of the United States. He earned a M. S. degree in Agronomy from Kansas State University. A convert to the Church of Jesus Christ of Latter-Day Saints, Brother Welty has served as a high councilor, bishopric counselor three times, ward mission leader twice and a temple worker. Approximately one half of his church life has been involved in missionary work. He loves the Gospel of Jesus Christ. He is married to Marty L. Welty. They are the parents of three children and eleven grand-children.
