These efforts have yielded good results already in the beginning of XX century: corruption in Russia under Nicholas II was much lower than in Europe and the United States in those years. Of course, corruption was remained in a lower bureaucracy, but already among mid-level officials, it was much smaller, and there was almost no corruption among senior officials and the royal government. In addition, the number of officials (and police) per capita in Tsarist Russia before 1917 was much lower than in developed European countries.
