The Department of Labor oversees a number of employment and training programs administered by state and local workforce boards and one-stop career centers established under the Workforce Investment Act of 1998 (WIA). The green jobs training programs Labor has overseen were created under the Green Jobs Act of 2007, which amended WIA. The Green Jobs Act of 2007 was passed as part of the Energy Independence and Security Act of 2007 (EISA), which was intended to move the United States toward greater energy independence and security and to increase the production of clean renewable fuels, among other objectives. This act directed the Secretary of Labor to work in consultation with the Secretary of Energy to create a new worker training program to prepare workers for careers in the energy efficiency and renewable energy industries. However, funds for these programs were not appropriated until the passage of the Recovery Act in 2009, according to Labor officials.
