The primary federal laws that govern how EPA regulates pesticides in the United States are FIFRA and the Federal Food, Drug, and Cosmetic Act (FFDCA). If the use of a pesticide would result in a residue of the substance in or on food or animal feed, EPA may not register a pesticide under FIFRA unless it can determine that the residue is "safe" as defined by FFDCA.
