The Restoration Program's Fiscal Year 2015 request for current appropriations is $7,767,000, an increase of $1,504,000 over the 2014 enacted level of $6,263,000. The request supports modest increases in restoration support to increase on-the-ground restoration, and to increase the utilization of the growing balance of funds recovered in settlements to implement approved restoration plans. The 2015 request will also provide funding for training and to develop contingency plans that are required to respond to inland oil spills. These activities will be accomplished consistent with the recommendations of a detailed programmatic analysis and the development of a strategic plan currently underway, aimed at streamlining Restoration Program activities to maximize restoration outcomes. This analysis will seek to identify staffing constraints and process bottlenecks in the course of achieving restoration in coordination with our co-trustee partners. With the requested increase, staff will be added to the Program's Restoration Support Unit and allocated to bureaus and offices to accelerate restoration activities in accord with this expanding workload.
