HORA discovers the freighter was carrying an atomic warhead that the Earth III Cartel wants to set off in harbor at New York City. Later the cartel tries to destroy a dam at the Big Tombigee Complex in Alabama and kill 250,000 to 500,000 people. HORA makes breakthroughs in sending back experimental animals, and Rhodes himself volunteers to be the first human sent back in time. HORA staffers try to prevent the dam destruction and the sabotage of a nuclear sub that may make Europe uninhabitable. HORA is so top-secret that only the current president and an informal council of former presidents are able to discuss options with the HORA director.
