He is allowed to view the files; what he sees scares him and believes it is the skinheads who are the target.O'Neil discovers a section dedicated to the skinheads is operating in London and meets the head of the section. His investigation uncovers an act of treason is about to unfold and he demands a secure area to operate and the inclusion of this other department after the head of the department is assassinated.
