Life hasn't been easy in the coastal town of Chinook, Washington since the lumber mills closed, but locals find a juicy distraction in the shooting death of Manson Park. Park's long-suffering neighbors swear their innocence, while privately celebrating the end of Park's booze-fueled fireworks and ranting out on the street night after night. Chinook citizens make bets on who shot the Fireworks Man (or, Who didn't want to shoot the Fireworks Man?), while a local blogger spins nasty fables about the suspects. Meanwhile, Detective Ivor "Smoochie" Smith, former lead singer for the defunct Seattle boy-band, Rain Allies, figures he knows who dunnit right away, as he meanders through a spectacle of flawed characters struggling to establish a truce with an absurd and unforgiving world.
