The Solano family are enjoying a gospel concert in Central Park, when bombs go off killing many, and injuring their daughter. Earl Solano and his partner Paul Derek are new Lieutenants with the NYPD. It is up Earl to find the gunman and stop him. The murders of several people convinces the NYPD and the CIA that their cases are linked by the death of one of the gunmen. His past has called up ties to a terrorist organization known by the FBI and CIA as Hammer for Justice. All too soon, they realize that they have a rogue terrorist out to kill as many people as he can to prove his worthiness. Can they stop him before he kills more? It is a race against time to find and defuse bombs planted all over the boroughs of NYC.
