Two former National Security Council agents, Pedro Fernández and Jay Granger, appear at Cranston State Prison to question inmate Raul Garcia, who is dying from AIDS. They are referred to Dr. Thomas Phillips, who works closely with Garcia providing him palliative care. Ostensibly there to interrogate Garcia regarding past smuggling, it is evident the agents know Garcia from prior encounters. Rather than respond to their questions, Garcia feigns his AIDS dementia is more advanced than it is. When the agents leave Garcia reveals that he was exiled for using his London diplomatic position as a trade attaché to smuggle electronics into Cuba. He confides to Dr. Phillips that due to his being a multi-linguist with expertise in international finance he was recruited by Fernández and Granger in the 1980s to be the Iran-Contra banker. Now, dying from AIDS in a foreign land, he requests that Phillips travel to England to retrieve his possessions from a safety deposit box and forward them to his family. Believing Garcia's records hold the key to Swiss numbered accounts, Fernández and Granger follow Phillips. With the help of Garcia's niece, Margarita, Phillips retrieves Garcia's records, yet that dying man's final wish may bring death to the pair.
