Trafficking is a multifaceted problem which calls for comprehensive approaches. Trafficking in human beings is a sensitive and complex issue. No country is immune from it. Trafficking crime normally involves more than one perpetrator and may also involve criminals that 'broker' human beings as a commodity, constituting a complementary element of trafficking. Trafficking crime functions only because there is a ready supply of victims at the start of the chain that are willing to consider migration as a means to improve their circumstances in their countries of origin.
