The conflict in Nagorny Karabakh is over 30 years old. The weight of unresolved national problems has led since 1988 to a serious conflict in Armenian-Azerbaijani relations over Nagorny Karabakh. Russian peacekeepers arrived in Nagorno-Karabakh. Security for the return of refugees and their movement across the line of contact was ensured under the direction and control of the Inter-Agency Humanitarian Response Centre.
