Finn reluctantly accepts the opportunity to form a public safety department within a New York City private gated community. Everything is going well for the new public safety director until a resident of the community turns up floating face down in her bathtub. Was it a tragic accident or murder? And who is Finn going to turn to investigate a possible homicide in a city without police.
