Max Dreyfuss, a US military intelligence officer, stationed in Germany after World War II, was partnered with a Nazi spy, and war criminal, during the Cold War, to fight Communist spies and terrorists in Europe. Dreyfuss didn't anticipate that after joining the CIA and getting stationed in South America, he would again be partnered with the same Nazi spy in the fight against Communist insurgents in Latin America.

Dreyfuss was unsympathetic toward Nazi war criminals but was coerced by the CIA to join German spies, who were being hunted as Nazi war criminals, while the CIA uses them, and supports dictators, and repressive regimes to counter Communist rebels.

Dreyfuss had moral and ethical conflicts with Nazi war criminal killers along with the CIA's policy of cooperating with intelligence services to combat terrorism and subversion, which supported dictators to stay in power.
Dreyfuss had a choice - kill or be killed.
