Austin Delvecchio is an agent of the Constabulary, a new branch of the justice system dedicated to religious reeducation. With his authority and resources, he has tried for months to locate his missing girlfriend Violet. Instead he discovers the leader of the Christian resistance, a man who's supposed to be dead. Marcus Brenner is being held illegally and mistreated to an extent that will soon kill him. But rescuing him will make Austin's boss an enemy, and his boss is too powerful and too ruthless to cross lightly.

Lee Vaughn lost the most important person in her life when the Constabulary executed Marcus. In an effort to continue his work in her own way, she provides black market medical assistance to Christians and furtively houses a recently-met fugitive named Violet. Then Lee learns what really happened to her best friend. Marcus is alive thanks to a rogue agent's rescue, but both men are now the targets of a concentrated pursuit.

The only option for Lee and Marcus, Violet and Austin is to flee. . .together. Their destination? A newly established nation that has done away with the Constabulary.
