The governmental decision pattern was verified based on the hypothetical multiple costs that permeate the implementation of the solutions from the Inter-American Commission on Human Rights. The local arenas' multifactorial study (organizational field) allowed to show a series of restrictions and stimuli related to the rational decision of governments and organizations that play such an international game (IACHR).The recommendations and agreements contained in the Inter-American Commission on Human Rights' case follow-up report, contained in the Annual Report published in 2017, were analyzed, depending on the spectrum of their compliance or not by the violating State's rulers.At this point, the complex designs, the case solution form, the State form and the political regime's freedom degree were chosen as independent variables in order to know if the government's decision to comply with such designs really maintains a relation with such circumstances.The main reason for conducting this study was the discovery that there was no work that investigated the relationship between the costs of implementing the public policy tools that make up the solutions held in the IACHR and the government officials' respective rational decisions regarding compliance or not with the designs.Therefore, with all the assumptions, data and conclusions, one believes that this work contributes to the Political and Legal Sciences, enabling better decisions by government officials in the human rights implementation, and with that the increase in the effectiveness degree of its protection system.
