In the latter part of the 21st century, Earth's northern hemisphere is mainly in a state of chaos. The United States is barely recovering from a terrorist nuclear attack three decades earlier, Europe and Asia are in conflict as radical organisations engage in harmful conflicts, and the planet's climate threatens the whole of humanity. Only the islands of Great Britland remain stable due to the totalitarian government strictly enforcing an austere dogma to control the mases. The ruling elite, with the aid of 254 powerful, cognitive and self-aware AIs maintain order over the downtrodden population, but not all is as it seems.
When friends, David Churchill and Judi Dixon graduate at the age of 25, they enter the system on very pathways. While David, an intellectual genius, enters the ruling ministry, Juli is employed by a senior Minister, Evania Brown, as courtesan to soften the wealthy business elite.
David gradually discovers the real truth and is persuaded by Charles, a rising star of the political elite to embark on a journey to rouse three million dissidents to stage an uprising against the government. On reaching sector 33, David reunites with Juli, who now heads the imprisoned population of a million detainees regarded as misfits by the government.
The planned rebellion dramatically fails. David and Juli are returned to the Ministry headquarters, where they are presented with an offer. The two pawns gain increasing influence in the government. As they discover deeper truths, they work together to destabilise the corrupt elite through their rising influence. One by one, the powerful elite turn on each other as David learns the terrible truth about the AIs.
