Officer Kelly gets a feeling that something odd is happening in the small town of Jalaine, Oregon. He tries to discover patterns from beneath the dreams, suspicions, speculations and lies of those who have spent a lifetime trying to believe in other people's stories. Meanwhile, Kazoo, a local kid with big dreams, plans to disrupt the small town with an event unlike anything that has ever been experienced in Jalaine.
