Outside The Green Zone, anything and everything was allowed. There were no laws outside The Green Zone, and virtually no one to enforce them if there were. The Green Tower essentially controlled all that was once Florida, but they gave only sparse protection, basically zero, to anyone outside the official Green Zone. Only when circumstances required direct attention from The Green Tower, did its androids step in, laying down The Green Tower's version of martial law.
