This cooperation may have been a factor in the late 1930s when Germany and Russia shocked the world by entering into a military alliance and by the invasion of Poland in 1939. The study also shows how the western powers of the United States, France and England failed to develop a cohesive policy of confronting Germany over the Treaty of Versailles issues in the 1920s.

Also, commentary from people who were directly involved with the Weimar Republic and the geopolitical events are also reviewed. The works of many key people are used such as those of Bernard Baruch, Rene Brunet, Konrad Heiden, Adolph Hitler, John Maynard Keynes, Victor Klemperer, Karl Liebknecht, Rosa Luxemburg, Karl Marx, William Shirer, and Max Weber are discussed.

Finally, there were some honest public administrators in Germany who tried to implement a new democracy for the benefit of the German people. Their effort failed but this book is dedicated to them.
