Democracy is a concept that has a very interesting criterion - namely, that the losing minority of voters accepts the election results, acknowledging defeat. Put another way, a democratic entity does not become a democracy until the first defeat of the initial government. If the initial government accepts their demise, the democracy has a healthy basis. But if the sitting government at any time does not acknowledge their defeat, even making accusations of a fixed election (even if the election was fair), that democracy is in danger. This is Mr. Risman's 24th law text. Mr. Risman is an Honours LL.B. graduate from the University of London, and obtained his LL.M from the same institution.
