In 2028, as interest in the Moon again wanes, a sub-surface lava tube big enough to hold a town is discovered. NASA, ESA, and nine other countries that joined the Artemis Accords agree to form the International Space Program, combining resources to convert the lava tube into a large sub-surface lunar base and use it as the jumping-off point for the mission to Mars. Na?ve and idealistic Commander Billy Nguyen of the newly formed ISP is in charge of Moon Base 3 that everyone calls 'Tube Town'. The crew of nearly one hundred people from the 27 different countries of the ISP is not traditional test-pilot astronauts but engineers, geologists, scientists, and technicians. Billy's job is to form this multi-cultural group of science nerds into a cohesive team, keep them alive underneath the surface of the Moon, and make sure the mission of sending humans to Mars is accomplished. He soon discovers he is in space race version 2 with the China National Space Administration (CNSA) to be the first to land humans on Mars. While trying to accomplish this, additional competitors arrive. There is very little law on the high frontier and no one there to enforce it. Tube Town must fend for itself. Life in space is...not easy.
