Twin silver doves are stolen from an archaeology dig near the Spanish city of C?diz, an ancient site said to be the mythical City of Silver.

Lucy Racine's fianc? meets secretly with a woman, who turns out to be his sister. She has fallen for a scoundrel and helped to steal the silver doves. When the scoundrel is murdered, Lucy learns that he was a CIA agent on the trail of a neo-Nazi cult operating in the C?diz area.
