Immediately following the events of the first book, we find the surviving characters once again thrust into an unfamiliar world, with the eradication of the Elyse, the destruction of the Red Moon and coinciding disappearance of most of the world's Novas. The Neo Nova Act has been signed into law by President Jones, making all lumination activity illegal and proclaiming all remaining Novas, within United Nations jurisdiction, wards of the state. Any person with the ability to luminate now lives in Reconditioning Centers where their lumination can be further studied and tamed, bringing an end to three years of psychedelic chaos.

Trent Carmine, better known as Agent Red of Section One reels with balancing the weight of his conscience and duty. Leopold Ershawn continues his arduous task of safeguarding the last living Elyse (Chaka), and Charlie Satan continues to plot and scheme, waiting patiently for all of his assets to fall into line for his mysterious agenda.

Over the years, The Sentinel Program aims to make Novas a reliable asset for society in the future, once their lumination abilities have been fully understood and mastered. Celeste Crenshaw, a Sentinel cadet, follows the tumultuous path laid before her by the infamous Agent Red of the Section Program. But as Celeste begins to penetrate the mysteries of her Qi and the fabled events of the ENC (Elyse/Nova Crisis), conspiracies begin to arise and she finds herself hopelessly entwined with a shadowy organization of terrorists known as The Shedim and the Shogun of the isolationist country of Japan.
